I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
If the PO or letter carrier can figure out what the address corresponds to and there is a secure place to leave the item, the carrier may just leave it at the corresponding address. I don't think the item would go the PO Box # if it weren't stated!but I can't be sure what will actually happen to the item. I have rarely encountered this situation so i don't have any great insight.
I don't know why the routing would keep going back and forth unless it was considered "undeliverable as addressed". I know that those are likely all sorting facilities for packages near or at airports. I'm sorry that I'd have no further information on the package. Possibly the ZIP code on the package isn't correct so the item keeps getting routed between facilities. I would recommend contacting the shipper and telling them what info you are able to get from the USPS website and see if they have maybe received it back marked invalid address. I'm not sure the shipper will have any information. Since the item originated in Jamaica, NY and is now back in Jamaica, NY, it has possibly been returned to the sender for some reason. I am sorry but I don't know anything about the rules for transferring that apply to CCAs. I would recommend visiting the www.nalc.org website which may have information or contacting a union representative at your local NALC branch or your shop steward. Good luck in your USPS career.
I am not sure. If you put the correct town on it where it is supposed to be returned to maybe contact your PO to alert them of this error and what the correct address should be. This way when it arrives at your local PO, they will have been advised as to the correct address to deliver the passport.

I think it is wrong for a letter carrier to make any type of judgment whether or not a piece of mail is important or not. They shouldn't be involving a neighbor since the neighbor may or may not have any type of relationship with the customer and shouldn't be privy to any of the type or content of mail received by you. When a customer puts their mail on hold, I treat all mail the same way no matter if it looks like a check, biill, automobile advertisement, donation request, etc. It is definitely not our job to judge anything about the mail and I would suggest it is very much against the rules even though your carrier meant well. Nizu, I'm not sure exactly what you mean by your question, but I will take a guess. I believe you are a letter carrier who doesnt yet have a uniform or uniform allowance. I'm pretty sure that not long after you pass the 90-day probationary period the USPS should be sending you information on how to purchase uniforms plus a spending card which can be used at authorized vendors to make purchases of authorized uniform components. This is for city letter carriers and CCAs. I don't know anything about rural carriers and a uniform allowance. Have you asked your supervisor if they know anything about the process? I don't know anything about the rules/laws in Canada about redirecting mail to another address just with a note. Are you okay with this? If so, then if it happens, so be it. If you don't want this or the Canada Post doesn't operate that way, then I guess it's more of an issue. I know I wouldn't abide by a letter like this. In the United States for mail to be put in another addresses mailbox (legally), a forwarding order has to be submitted with the US postal service and then the mail will be properly redirected, even if it is just a next door neighbor. I have one customer on the route I deliver that owns 2 houses adjacent to each other. One of them is for sale. Once that house is sold, I will need to have a forwarding order submitted to have mail forwarded from the sold house to the unsold house (if that's what they want). Thanks for the question.
