I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
You are the right track with your question. C001, for example, would be City Route 1. I don't think there is a special ZIP code for the route #. What you could I address the item to "Letter Carrer C0001" and then the PO name and address and 5-digit ZIP code. I think the addl 4 digits for the ZIP code would be -9998 for mail going to the PO and not to a customer. Don't quote me on that last part. I've reread your question now. If you put C001-19046 on the top line of the address they might get the letter. I've never seen this done before but it does make sense. I would recommend addressing the envelope to "Letter Carrier C001", but it's your choice.
I don't know the answer to that. I can't imagine that there are too many situations to get into conflict with a customer. I would usually walk away from most situations that could get out of hand. Anyhow, they shouldn't threaten to stop the mail because of the "words" unless there was a physical threat made by you, which it doesn't sound like. If, by chance, you notice mail not being delivered, you could contact a delivery supervisor or Postmaster or manager to tell them what happened and ask why you didn't receive mail when you were supposed to. I hope that cooler heads prevail. I have a few jerky customers that I deliver mail too, but I don't let it bother me. They continue to get the exact same quality service as everybody else I deliver mail to. I hope that cooler heads prevail in your situation and that the mail service isn't interrupted. Those days aren't fun whatsoever and I don't know that I have a good answer for you as I'm more concerned with the cold. I have heard of seal skin gloves which may work well to keep your hands dry but still be able to finger the mail. I'm sorry I don't have a more concrete answer for you. It's good that you have rain gear for the rest of your body. Don't wear any cloth gloves because they will get wet quickly and soak through to your skin. To find help on this and other questions, I would recommend the Facebook user group titled: USPS postal Maniacs. There are over 9000 USPS employees who are members and are pretty good about voicing their opinions on postal questions (often very negative, but they have a helpful side as well).
I don't know where you mailed the letter from, but I think mail is still processed on a holiday even if there is no delivery. I would suggest that it will arrive on Tues or Wednesday. Also, I've heard through unofficial sources that the service standards for first class mail has been delayed by a day, at least with local mail. Mail that used to take one day has started to take two days as of last week, but I haven't heard any official word or complaints about it. I don't work in an environment where I'd head too many complaints from customers nor would management tell us of too much with regards to service changes unless they absolutely had to.

I don't know the answer to this. My guess is as long as it isn't being held in customs for further inspection, then it should clear in a couple of days. When I see items from overseas that is postmarked it seems that it took 7-10 days total from when it was mailed. I'm just going on observation here and don't have any inside knowledge on what the goal is to clear international packages for delivery.
In most apartments, just like houses, mail is delivered 6 days week (every day except Sundays and Holidays). If there is outgoing mail, it should be taken at that same time. Many apartment cluster boxes have a slot for outgoing mail. If not, the mail should be deposited in a blue collection box which are at the Post Office or in the street in various locations. With regards to asking a mail lady to sell you stamps, you can ask but we aren't required to carry stamps as city letter carriers. I carry a few with that I purchase with my own money and will put them on envelopes if someone has short-paid the postage or if they need a stamp. Sometimes I'll ask them for the money, sometimes I won't. The whole scenario doesn't happen too often. I am a stickler for the proper postage being affixed to mail so I sometimes I won't accept a letter with insufficient postage and leave a note or write on the envelope that add'l postage is required.
I think it should be approximately 3 days for First Class Mail from Wisconsin to California. Our mail transportation is pretty reliable when it comes to meeting our delivery service goals as long as the mail isn't missorted or misdelivered.
