I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
I don't fully understand your question, but I will tell you what I know. For the leave year (which is slightly different than a calendar year since it goes by pay periods), the maximum annual leave that a FERS City letter carrier can carry over is 440 hours, the equivalent of 11 weeks. Any leave accumulated in the 2015 leave year that would bring the AL balance to greater than 440 hours would need to be used by the end of the 2015 leave year or be forfeited. In your example a carrier that has 400 hours in 2015 can only save an additional 40 hours of AL to be carried into 2016. The remaining 120 hours (assuming they received 160 hours during 2015) would have to be used by the end of the 2015 leave year or be forfeited. Another way I read your question is that you are asking if a carrier begins the year with 400 hours and wants to carry over 160 hours into 2016, would that be okay. The answer is yes because 160 hours of AL is under the 440 hours maximum leave carryover.

I am not sure of the prior military service will help you achieve a higher pay scale, but it does count towards US gov't service with respect to retirement. The starting pay is apprx 16.50 an hour and full pay is currently 28.50 per hour. When you are hired, the position is a City Carrier Assistant. I don't know that submitting a forwarding order will result in your mail getting rede liveried from your former apt to your current address. You can submit a forwarding request for any future mail to be delivered to where you now reside or receive mail. As far as how you get the mail that has already been delivered, I don't know. You could contact the landlord or apartment management company to see if they have access to the mailbox and could send you your mail, but it's possible they don't have access to the mailbox or don't really care to assist you much now that you are no longer there. I'd recommend changing your address with your bank ASAP, and consider electronic banking so you can receive statements via email or online access. Banks are usually quick about updating addresses once they can verify the person requesting it is allowed to do so.

I can't say for sure if we come later on Fridays or not. It usually depends on the staffing and mail volume as to what time we deliver the mail. At the PO where I work, Friday is usually like most other weekdays for mail delivery time. On Saturday, the mail may come earlier because postal routes may have closed busineses so they can start the residential delivery sooner.

It sounds suspicious or odd that your letter carrier is speeding past your house and skipping delivery with nothing apparent to block their access to your mailbox. It could be that you have no mail addressed to your house that day, but you would know better than me if you should be getting a delivery daily. I would call or somehow contact your local post office and ask to speak with a delivery supervisor or manager and mention it to them. Out of 6 delivery days a week, I would guess about 4 of them have some type of mailing that goes to each address which I service. I can't say it's the same for your town. It is also a bit strange that when you have another mail carrier they deliver the mail.

I don't know what will happen if you don't fix the mailbox by tomorrow morning and go out of town. It's possible that the mail will still be delivered to your mailbox if it's on the ground near where it was before it got hit. Two other possibilities are that the mail will be held at the PO for a few days in hopes that you will repair it or the mail would be returned to the sender marked "No Mail Receptacle". The latter is very unlikely since it just happened today. If possible, contact your local PO and advise them what happened and that it will be fixed once you get back in town. Another option would be to go our website at www.usps.com and put in a hold request for your mail and that you will pick it up on your return. I know that may be difficult depending on your work schedule. I'm also not sure how far in advance a "hold mail request" must be submitted online. I can accept them via paper for the same day or next day. The reason I don't have a definite answer for this is because different POs and different employees handle each situation that's not always consistent with what should be done. I'm sorry about your mailbox being hit.
