I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
The Facebook Link does work, but why do I only see one photo with a date stamp of 2012? As far as what we are a.lowed to do I don’t think an LLV should be parked for :45 in front of the house of a letter carrier as we only are allotted :30 for lunch and that includes any travel time. I will say that enforcement of any rules regarding this is far from uniform. Our organization is entirely inconsistent in so many ways and some supervisors don’t care what you do as long as you don’t get hurt and don’t cost them overtime unnecessarily. Others are more strict and sometimes they play favorites which I find entirely unprofessional. The bottom line as far as your question is: I don’t think it’s appropriate but I can’t say for sure that the carrier is doing something against the rules. One letter carrier in my office used to drive his delivery vehicle home for lunch as his delivery route was nearby his house. , but he never stayed for more than about :25.
I don't know the answer to this. Most of the time we deliver all of the mail each day that is in our building unless we get backed up with volume or are short on staffing. This may not be the case in the office that delivers your mail. If there is a merchant that you want to go to with a coupon but it arrived late, you could ask the merchant to honor the offer or the business could contact the post office to inquire why their mailing was delivered late. I'm just speculating, but I would think any 3rd Class Mail (the new official term for this will be USPS Marketing Mail) should be delivered within a few days of it being received at the Post Office. Having answered many questions on jobstr, I can see that service consistency varies greatly from office to office and even among the letter carriers in that office.
Definitely not, KDS4444. Restricted Delivery service is very specific that the signator be the addressee and nobody else. We may not release the letter unless we have positively identified that the named addressee is the person signing for the letter. This is the service that the mailer has specifically requested. In my entire career, I can probably count on one hand the number of times I’ve had a restricted delivery item to attempt. I don’t know if it’s more common for you. I recommend not fabricating anything when attempting to deliver a Restricted Delivery item. I’d leave a PS3849 if the named addressee isn’t available to sign for the item. It is rare that I come across anything sketchy in my deliveries. Two events come to mind. During the anthrax scare not long after 09/11/01, I thought I may have come across mail which had some powdery substance coming out of it. My memory is pretty poor of what the item looked like and who it was addressed to. Anyhow, I may have had some psychosomatic reaction and had trouble breathing and was very nervous. I don’t remember reporting it and the symptoms didn’t last at all. Fortunately, the anthrax scare was short-lived. The other incident was just items addressed to “pervert Pete” or “sexually wet babies”. Both are kind of disgusting to me. The items addresses to “sexually wet babies” I delivered because maybe the recipient had a company or something related to that name. Eventually, the resident gave them back to me and said she doesn’t know of that name. Her son was kind of sketchy so I thought the letters would be for him. As far as “pervert Pete” I didn’t deliver that mail because I knew the resident and there was nobody accepting mail there by that name. In general, it’s not for us to judge what is mailed to people and we rcv no guidance from management about too much unless a liquid or strange odor is coming from a package. Fortunately all of those situations happen rarely. Thanks for your question.

Matt, I'm a city letter carrier so I believe we have different work rules and leave usage policies. I don't know how it works for rural route carriers and working on your scheduled day off for extra pay. It doesn't seem to me that rural route carriers get paid OT or extra days pay too often in my office, but again I admit I'm not familiar with the rules that govern rural routes. You could contact a union rep from the NRLCA and maybe they can give you that info or even ask your supervisor or manager. As a city carrier this scenario happens all of the time. A city carrier will request a vacation day and then another city carrier will work on their scheduled day off for a minimum of 8 hrs OT pay.
I don't know what can and can't be delivered to PO Boxes. The mailer decides that and I'm guessing when it comes to immigration or citizenship papers there may need to be a physical address to receive the mail in the US but I truly don't know. I don't know much about mail forwarding companies either. There are businesses called CMRAs which stands for "commercial mail receiving agency" (an example is the The UPS Store) which have private mailboxes for rent. I don't know, however, if that is a sufficient alternate to a PO Box for important documents delivery. The address for a CMRA usually reads, for example, "Name of recipient, street address, PMB xxx, city, state, ZIP". PMB stands for Private Mailbox. I don't know if the department that handles immigration and Green Cards can provide further information.
I've never worked in an urban environment to deliver mail so I can't speak from experience. While it's true you may not have the advertising circulars that you deliver so much of in the suburbs you could have a larger route even though the mail volume per house is lower. Some cities have routes where you use a pushcart and don't have a vehicle to seek shelter in when the weather gets very bad. Is it possible the streets are crowded so it's not always easy to find parking for your postal vehicle if you even have one? Please also consider that you will likely lose your bidding seniority if you switch offices. This may not be important to you of haven't been at the USPS very long. Living closer to work may be a valid convenience for transferring. I'm quite happy working in the suberbs. The neighborhood where my route is can be pretty quiet at times which is what I enjoy. There are probably pros and cons to each work environment and if I was originally hired to work in a more urban environment I may have been fine with that. The decision you make is personal. I hope you feel you make the right move whichever action you choose to (or not to) make.
